In 1988, President Ibrahim Babangida in his budget speech launched the federal Urban Mass Transit Program (FUMTP) aimed at alleviating the transport problem of the masses. This was in the wake of the economic downturn of 1985-1987 when naira was devalued and it resulted in drastic reduction in the stock of private and commercial transport vehicles. Fleet replacement became difficult, and it created paradox, an increase in public transport demand and an accelerated decrease in transport supply.
