L\u2019opposition a mis sa menace \u00e0 l\u2019ex\u00e9cution. Selon la Constitution, le mandat du pr\u00e9sident Muse Bihi Abdi devait prendre fin dimanche. Il n\u2019est officiellement plus l\u00e9gitime, a annonc\u00e9 l\u2019opposition.<\/p>\n

Le\u00a0calendrier des \u00e9lections\u00a0est au c\u0153ur de cette crise politique. En septembre, la Commission \u00e9lectorale a d\u00e9clar\u00e9 avoir besoin de neuf mois pour organiser la pr\u00e9sidentielle, citant des raisons \u00ab\u00a0techniques et financi\u00e8res\u00a0\u00bb et repoussant ainsi l\u2019\u00e9lection \u00e0 2023.<\/p>\n

Puis dans la foul\u00e9e, un puissant conseil d’anciens, les Guurti, a prolong\u00e9 de deux ans le mandat du pr\u00e9sident Bihi\u00a0provoquant la col\u00e8re de l\u2019opposition. Celle-ci \u00e9tait d\u00e9j\u00e0 descendue dans les rues en ao\u00fbt pour exprimer son m\u00e9contentement\u00a0: au moins cinq personnes avaient alors \u00e9t\u00e9 tu\u00e9es.<\/p>\n

Ce rejet de l’extension du\u00a0mandat pr\u00e9sidentiel\u00a0alimente donc les inqui\u00e9tudes quant \u00e0 un regain des tensions dans la r\u00e9gion. Plusieurs discussions ont d\u00e9j\u00e0 eu lieu pour tenter de trouver un accord, mais sans succ\u00e8s.<\/p>\n

Car une autre bataille se joue. Au Somaliland, la Constitution pr\u00e9voit que les trois partis autoris\u00e9s \u00e0 participer \u00e0 la vie politique pour les 10 ann\u00e9es \u00e0 venir soient d\u00e9sign\u00e9s par un vote. Le pouvoir souhaite que le scrutin ait lieu avant la pr\u00e9sidentielle, l’opposition souhaite le contraire et accuse le chef de l\u2019\u00c9tat de chercher \u00e0 \u00e9carter l\u2019opposition actuelle de la pr\u00e9sidentielle, en tenant ce vote auparavant.<\/p>\n","protected":false},"excerpt":{"rendered":"
